A new state law changes when English learners in Napa Valley Unified School District (NVUSD) schools, including those in American Canyon, are recognized as fluent in English. Under Assembly Bill 2555, a student's score on the state English proficiency test is now the only requirement, the California Department of Education (CDE) says. Districts must reclassify qualifying students by January 31, 2027.
What changed
Reclassification is the district's official record that a student is fluent in English. Districts used to also weigh teacher evaluations, parent consultation and basic-skills comparisons. Those no longer apply.
Under CDE guidance updated September 27, 2026:
Students who score Level 4 on the ELPAC, the state's yearly English proficiency test, must be reclassified.
Students who take the alternate test for significant cognitive disabilities qualify at Level 3.
Students without a score are not eligible.
The rule applies to scores from the 2025–26 tests.
What families can do
NVUSD told families about the change in its October 8 newsletter. Ask your child's school about their test result or reclassification status.
Dated source evidence; the project may have changed since then. An approval does not establish construction or an opening.
Summary
AB 2555 makes ELPAC or Alternate ELPAC the sole reclassification criterion, effective September 27, 2026. Summative ELPAC Overall PL 4 must be reclassified; Summative Alternate ELPAC Overall PL 3; PL 3 or lower (ELPAC) cannot be considered; no score means not eligible; use 2025-26 scores immediately; reclassify as soon as possible and no later than January 31, 2027. Former Criteria 2-4 marked no longer operative.
