Promontory at Watson Ranch: Newell Drive and trail changes go to an October 22 hearing

Based on 8 sources · most recently checked Oct 15, 2026 · See how we know

Watson Ranch Newell property

The planned Promontory subdivision at Watson Ranch seeks changes to Newell Drive, a walking and cycling trail, and a water line. The Planning Commission hearing is set for October 22, 2026, at 6:30 p.m., according to the city's October 1 notice.

The rescheduled hearing

The hearing was first noticed for September 24 but was not on that meeting's agenda. The city reset it to October 22 without giving a reason.

What would change

The applicant, 330 Land Company, is asking for two approvals, according to the city's notices:

  • Watson Ranch Specific Plan amendment (PL-26-19): replace the planned on-street bike lane on Newell Drive with an off-street bicycle and pedestrian trail. A planned 12-inch water line would move from Newell Drive to B Street inside the subdivision.
  • Subdivision map change (PL-26-14): the developer would no longer build Newell Drive Segment 1, between the road's current end and Rio del Mar, or its roundabouts and detention basin. The land reserved for the road stays in the plan. Segment 2 would be built to about 150 feet south of the project's northern edge, with a different road layout along the project.

The notice also lists:

  • a small roundabout at the future Bernice Lane and Newell Drive intersection
  • a right-turn lane at Mallen Way and Rio del Mar
  • a temporary emergency-vehicle connection at Vader Street

The October notice adds an emergency-vehicle route along the Segment 1 right-of-way. It does not say whether or when anyone else would build Segment 1.

What Promontory is

Promontory is a planned subdivision of 216 single-family lots on the Newell property at Watson Ranch, according to the city's September 2026 inventory. It also includes 54 junior accessory dwelling units, which are small second units inside a house. The Watson Ranch Specific Plan is the city's plan for about 309 acres of new neighborhoods, a town center, a school, parks and trails.

The city says the changes stay within the scope of the plan's certified environmental impact report and need no further environmental review.

A landowner objects

American Canyon I, LLC, which says it owns about 252 of the plan area's roughly 309 acres, wrote to the commission on September 24. It objected that the item had been noticed but left off that night's agenda. The company said the changes affect Newell Drive, water lines and how road and water costs are shared among Watson Ranch owners, and it reserved its objections. The city's reset notice does not give a reason for the new date.

How to take part

The hearing is at City Council Chambers, 4381 Broadway, Suite 201, and by Zoom. Written comments can go to the Community Development Department at www.americancanyon.gov/projectreview, or by mail, before the hearing.

What we don't know

The staff report and recommendation had not been posted when we checked on October 15. The notice does not say whether the commission makes the final decision or recommends to the City Council. Construction timing is unverified.

Promontory is separate from the disputed Paoli/Watson and Hess-Laird annexation proposals.
