The City of Benicia issued a permit on September 17 to convert the Carl's Jr. at 5990 East Second Street into a Taco Bell, covering facade improvements, new signs and new lobby furniture, according to the city's September issued-permit report. A separate electrical permit for a Taco Bell subpanel at the same address was issued September 29. The permits don't say when Carl's Jr. will close or when Taco Bell will open, and we haven't found an announcement from either company as of October 12.
