Benicia considered new zoning rules for data centers

See the dated update below for the reported milestone and timing.

Location not yet established

Monica Vaughan reported in The Benicia Bridge on September 9, 2026, that Benicia was considering zoning changes for data centers, with City Council action required for adoption. Officials said no data-center project had been proposed at that time. The September 10 commission hearing was still a planned event in that account; its outcome and later council adoption or effective rules have not been verified. This is a dated policy proposal, not an adopted ban or a proposed data center at the Valero site. The city's September 10 Planning Commission staff report recommended classifying data centers as a separate industrial use that would need a use permit, with a public hearing, in all four industrial districts. The proposed standards cap a facility's electrical design capacity at 20 megawatts, bar diesel generators and other internal-combustion equipment, and require water-saving practices, noise control and annual reports on water and power use. The commission's action has not been posted, and the City Council has not adopted the rules.
