Valero says all processing units at its Benicia refinery were fully idled in April 2026. It plans to retain operating permits and keep the site safe and idled while evaluating redevelopment, and to supply Northern California customers through imports or other arrangements. Gretchen Smail reported in The Vallejo Sun on June 22 that Signature Development Group presented an early mixed-use redevelopment concept for the roughly 900-acre property. Laura López González’s July 15 Benicia Bridge report, based on pre-application documents she obtained, adds proposed private remediation funding and a Community Facilities District to fund roads, utility connections and parks. Smail’s June account and López González’s July account described a possible formal application in fall 2026. Actual filing remains unconfirmed, as do demolition, an infrastructure tax district and redevelopment approvals. The Air District announced September 3 awards of $30 million to the city and $10 million to Benicia Unified. Monica Vaughan reported in The Benicia Bridge on September 6 that the city award supports specified clean-air and economic-transition projects, not ordinary city-service expenses. The awards do not establish completed work or redevelopment approval. Idling is distinct from abandonment or demolition. Valero notified the state on January 13 that it would permanently lay off 237 refinery workers starting March 15, according to the Employment Development Department. On April 28 the Air District fined Valero $3.25 million for 118 air-quality violations and required it to make its fenceline air-monitoring data publicly downloadable while the refinery is idled. The refinery's general manager told a community advisory panel in April that the site would import, store and transport gasoline and diesel for about two years, Julie Small reported for KQED on April 30. KQED reported that state leaders negotiated that arrangement; its terms have not been published. Laid-off workers can get job-search help, training and career planning from the Workforce Development Board of Solano County, which received a $3 million state grant to serve workers and businesses affected by the closure. The refinery's community advisory panel held its last meeting in April 2026, according to minutes of Benicia's Industrial Safety Citizen Oversight Commission. At its June 17 meeting the commission supported taking on the panel's role as a public forum, with the city's larger industrial facilities reporting to it once or twice a year.
